The right of pre-emption authorises the State or a local authority to take the place of the highest bidder and purchase a lot in their place at the price of the last bid.
The representative of the public entity publicly announces the pre-emption at the time of the winning bid.
The public authority then has fifteen days to confirm the pre-emption.
